Committees
Executive Committee – Composed of the Council Chairperson, the First Vice-Chairperson (who is automatically Chairperson of the State Plan Committee); the Second Vice-Chairperson (who is automatically Chairperson of the Rules Committee); the Secretary; the NADDC Representative; the Immediate Past Chairperson and standing Committee Chairpersons
- This Committee serves in an advisory capacity to the Council, and is empowered to act on behalf of the Council.
- Reports all activities to the full Council
- Supervises the development of the Council’s annual report.
- Assigns activities to committees to address Council goals and objectives
- Reviews and approves the annual Task Activity Plans of each committee
- Reviews all State Plan objectives and Committee activities on a quarterly basis, to determine if accomplishments are being made according to time schedule
- Is responsible for monitoring and evaluating general Council functioning and structure, and for ensuring that the intent of Council objectives are met.
- Is responsible for filling unexpired terms of elected officials should any of the offices become vacant.
- Receives recommendations from the Rules Committee regarding Council policies and presents the Executive Committee’s recommendations to the full Council.
- The agenda and handouts are sent to absent members immediately following a committee meeting. Minutes of the meeting are sent within in two weeks.
- The five Council officers serve as a Sub-Committee to handle personnel matters, to include appointment of the Council Executive Director and confirmation of all staff appointments.
- Carries out other duties as needed to accomplish goals of the DD Council.
Rules Committee - Composed of the Chairperson, who is Second Vice-Chairperson of the Council, and three Council members elected by the Council to serve in this capacity. These three members are selected to provide appropriate representation from the three categories
of membership (governmental agency, non-governmental organization and consumer representation). The Council Secretary serves as an ex-officio member of this Committee.
- This Committee recommends proposed amendments to the Executive Order, By-Laws, and/or Policy and Procedures Manual as needed.
- Is responsible for recording and maintaining administrative policies and procedures.
- Reviews Council members attendance records with the Secretary bi-annually and advises the Executive Committee whenever members should be replaced.
- Solicits recommendations from current Council members for new Council member(s) to be considered to fill vacancy(ies) occurring in Council membership.
- The Committee Chairperson contacts the candidate(s) to obtain permission to recommend for Council membership; explains the requirements of membership; and explains the appointment procedure.
- The Chairperson of this Committee presents name(s) and qualifications of the candidate(s) selected by the Committee to the Council.
- The staff is responsible for orientation of new Council members.
- Solicits suggestions from Council members for nominees for Council officials.
- The Committee reviews suggestions and considers candidates. The Chairperson of the Committee contacts the proposed candidates to secure permission to nominate and to explain the functions of the position.
- The Committee presents a written slate of nominees to Council members at least thirty (30) days prior to the annual meeting.
- This Committee is responsible for handling any proposed awards to be presented by the Council.
- The Committee shall determine the voting and non-voting status of Ex-Officio members, based on criteria approved by the Executive Committee.
- Is responsible for receiving recommendations regarding Council policies from Council members and for presenting proposed policies or changes of policies to the Executive Committee with the Rules Committee’s recommendations.
- Is responsible for developing Committee’s Task Activity Plans.
- Within 2 weeks following a Committee meeting, Council staff sends minutes to members of the Committee (including hand-outs for absent members), Executive Committee members and other Council staff.
- The Committee Chairperson presents Committee reports at Executive Committee and Council meetings.
State Plan Committee - Composed of the Chairperson, who is the First Vice-Chairperson of the Council, and the members appointed by the Council Chairperson from the prioritized lists submitted by Council members.
- Develops jointly with the Administering Agency a State Plan for the comprehensive delivery of services to persons with developmental disabilities.
- Presents final draft of the State Plan to the Executive Committee and the Council.
- Reviews and comments on the State Plans of other programs affecting persons with developmental disabilities, with particular emphasis on long range planning efforts of individual agencies and the exploration of ways that DD issues may be addressed in their planning process.
- Is responsible for developing and implementing Task Activity Plans to address Council goals and objectives as assigned by the Executive Committee.
- Identify significant key areas of service delivery where exploration of systems change may impact the current service delivery system.
- Following approval of the Task Activity Plans by the Executive Committee, if additional issues arise or if a change is needed, the Committee submits proposed amendments to the Executive Committee for approval.
- Within in two weeks following a meeting, Council staff sends minutes to members of the committee (including hand-outs for absent members).
- The Committee Chairperson presents Committee reports at Executive Committee and Council meetings.
Formal/Informal Community Supports Committee - Comprised of the Chairperson,
(appointed by the Council Chairperson) and members appointed by the Council Chairperson
from the prioritized lists submitted by the members.
- Develops and coordinates formal/informal community supports activities of the council
- Provide consultation to state agencies and voluntary organizations
- Reviews and makes reccommendations to the council on all applications for special projects to be funded
Employment Committee - Comprised of the Chairperson, (appointed by the Council
Chairperson) and members appointed by the Council Chairperson from the prioritized lists submitted by the members.
- Develops and coordinates employment activities of the council
- Provide consultation to state agencies and voluntary organizations
- Reviews and makes reccommendations to the council on all applications for special projects to be funded
Quality Assurance Committee - Comprised of the Chairperson, (appointed by the Council Chairperson) and members appointed by the Council Chairperson from the prioritized lists submitted by the members.
- Develops and coordinates quality assurance activities of the council
- Provide consultation to state agencies and voluntary organizations
- Reviews and makes reccommendations to the council on all applications for special projects to be funded
Health Committee – Comprised of the Chairperson, (appointed by the Council Chairperson) and members appointed by the Council Chairperson from the prioritized lists submitted by the members.
- Develops and coordinates prevention activities of the Council. Develops and monitors prevention activities of the Council.
- Develops and monitors a State Plan for the Prevention of Disabilities.
- Provides consultation to the state agencies and voluntary organizations who plan and implement prevention strategies.
- Develops and implements Task Activity Plans to address Council goals and objectives in prevention, as assigned by the Executive Committee.
- Following approval of the Task Activity Plan by the Executive Committee, if additional issues arise or if a change is needed, the Committee submits proposed amendments to the Executive Committee for approval.
- The Committee Chairperson serves as a member of the Council’s Executive Committee and presents Committee reports at Executive Committee and Council meetings.
- Prevention Committee staff sends minutes of Committee meetings within two weeks after a meeting to all Committee members and Council Director (including hand-outs for absent members).
POLICY: The Council Chairperson may, with the advice and consent of the ExecutiveCommittee, create such ad hoc committees as deemed necessary. These Committees shall serve for such specified periods of time as may be required to fulfill their purpose. Membership may extend beyond Council members to include resource persons to assist the Council in its work.
Ad Hoc Committees
- Whenever an issue arises requiring special study that cannot be handled by an existing standing Committee, the matter is brought to the attention of the Executive Committee.
- If the Executive Committee decides that a special committee is warranted, the Council Chairperson appoints an Ad Hoc Committee.
- The membership of the Committee may extend beyond Council members to include resource persons who can assist in this particular assignment.
- The Committee is given a specific assignment to accomplish in a limited time.
- The Committee is responsible for developing and implementing Task Activity Plans to address the assignment of Executive Committee.
- Following approval of Task Activity Plans by the Executive Committee, if additional tasks arise or if a change is needed, the Committee submits proposed amendments to the Executive Committee for approval.
- Council staff sends minutes of Committee meetings within two weeks after a meeting, to all Committee members (including hand-outs for absent members).
- The Chairperson of the Committee serves as an Ex-Officio, non-voting member of the Executive Committee and presents Committee reports at Executive Committee and Council meetings.
